Investing in the Youth: The RecPlex
  • •The RecPlex is a 79,000-sq-ft Ponca City hub for youth summer programming.
  • •Success is measured by kids' confidence and friendships, not trophies or metrics.
  • •Programs span athletics to fine arts, led by local coaches and professionals.
  • •The Tiny Tots program uses small groups to build social skills in younger kids.
  • •A city scholarship drops registration fees to just $15 for eligible youth.

When the heavy doors of the Ponca City RecPlex swing open on a humid summer morning, the sound that fills the 79,000-square-foot facility is the definitive rhythm of a community investing in its youth.

Between the echo of basketballs hitting the hardwood, the splash of the family pool's spiral water slide, and the quiet concentration inside the art studio, the RecPlex serves as the epicenter of summer memory-making. Behind the packed calendar lies a deeper strategy centered around active engagement, social development, and community accessibility.

Redefining Summer Success

For interim Parks and Recreation Director Ryan Hafen, the ultimate benchmark of a successful season isn’t tallied in registration metrics or trophies.

"Success is seeing kids have fun and who are excited to be here - laughing with friends, trying something new, and building confidence," Hafen notes. "Every child won't become the next great athlete or artist, and that's not our expectation."

Instead, the true objective is built on a longer timeline. The goal is for every camper to head back to school in August equipped with refined skills, stronger friendships, and the willingness to take positive risks. The proof of concept comes when familiar faces return year after year.

To achieve this, Hafen and his team deliberately engineer programs around immersive, high-quality experiences. Instructors anchor every activity - whether a sports clinic or a fine arts session - in encouragement and teamwork, ensuring that the primary takeaway is a profound sense of belonging.

From Athletics to Art

Because recreation requires diverse opportunities to fit every child, organizers closely study local participation trends, shifting community interests, and educational gaps in the area.

This intentional curriculum depends entirely on the caliber of its leaders. Ponca City is supported by local coaches, hobbyists, and professionals who take time off from their regular careers to teach, coach, and mentor the next generation.

This human-centric approach is especially apparent in the Tiny Tots program (designed for PreK through 2nd Graders). Recognizing that an expansive sports camp can easily overwhelm introverted or younger children, this four-week program splits participants into two separate, smaller group settings on Tuesdays and Thursdays. In this environment, learning how to pass a ball serves as a fun bonus alongside the core focus: building social confidence, developing interactive skills, and establishing emotional safety.

Breaking Down Barriers

A persistent challenge for local families securing constructive, top-tier programming that fits within the average household budget. The RecPlex targets this friction point through structural adjustments and robust corporate underwriting.

Several years ago, the city introduced a youth scholarship program that drops registration fees down to just $15 for year-round programs for eligible youth. To expand this reach even further, major corporate partners step in to eliminate financial roadblocks for specific high-value clinics:

●       Phillips 66: Underwrote completely free swim lessons, ensuring that nearly 300 local children gained crucial water-safety skills this season.

●       Stuteville Ford Ponca City: Fully sponsored the Youth Disc Golf Camp, providing free registration to remove financial barriers for every participant.

●       Oklahoma Department of Wildlife: Directed and led a specialized, zero-cost fishing clinic for area youth.

A Resource for Every Generation

The impact of the Parks and Recreation department extends well past the structure of youth camps. Peak summer months transform the entire regional footprint into an active community hub.

Beyond the indoor rock walls and fitness floors, the city’s walking trails, disc golf courses, splash pads, and aquatics spaces serve residents of all ages. For older adults, the highly popular guided kayak tours on Lake Ponca provide free recreation throughout the summer and autumn for ages 50 and older. Additionally, the free summer concert series hosted at Lake Ponca over major holiday weekends continues to be an essential draw for multi-generational crowds.

Do you have an idea?

The evolution of community recreation relies on fresh perspectives and local talent. If you are a local organization, specialized coach, or skilled hobbyist with an idea for a clinic, camp, or class, the Parks and Recreation Department wants to collaborate.

“We always welcome conversations with individuals and organizations that have something valuable to offer our community,” Hafen added. “Anyone interested can reach out to our Parks and Recreation Department to discuss their idea. We're always looking for qualified instructors and new programming opportunities that expand what we can offer residents”

The evaluation pipeline is built on direct communication.
