Ponca City Main Street’s 5 Under 40 is an annual recognition program that celebrates five outstanding young professionals who are making a meaningful impact. The program honors individuals who demonstrate exceptional leadership, professional achievement, community involvement and a commitment to improving our quality of life.

Whether through their careers, volunteer service, nonprofit leadership, entrepreneurship or civic engagement, recipients embody the innovation, passion and dedication that help move Ponca City forward. By highlighting these emerging leaders, 5 Under 40 not only recognizes their accomplishments but also inspires others to become active participants in shaping the future of our community.

Honorees are selected through a community nomination process, allowing members to recognize deserving individuals whose contributions extend beyond their professional responsibilities. The nominees complete an application and scoring process. The selected recipients are celebrated with a photo shoot and community recognition at PCMS’s Showcase and Social event and advertisements.

The program reflects Ponca City Main Street’s mission of cultivating a vibrant downtown and a thriving community by investing in people. By recognizing the next generation of leaders, the program strengthens community connections, encourages civic pride and showcases the talent that continues to make Ponca City a great place to live, work and serve.

Derion Schieber

Derion Schieber has distinguished herself as an entrepreneur, nonprofit leader and community advocate whose vision and dedication have left a lasting mark on Ponca City. In just seven years, she has built successful businesses, strengthened community partnerships and championed initiatives that improve the lives of residents across Kay County.

After moving to Ponca City, Schieber immediately embraced the charm of historic downtown. She founded The Farm House Kids Co., creating a boutique that provided quality baby and postpartum products, while becoming a trusted resource for families. The business quickly expanded beyond the local community, serving customers in all 50 states. Building on that success, she restored a historic downtown building to create The Harvest Hall, an event venue that has hosted countless weddings, celebrations and nonprofit events, while contributing to the continued revitalization of Main Street. The project earned multiple Oklahoma Main Street Awards and an American Express Shop Small Grant to further enhance the property.

In 2025, Schieber accepted the role of Executive Director of the Community Health Foundation of Kay County, where she focused on strengthening partnerships and expanding the Foundation’s impact. During her first year, the Foundation invested more than $40,000 in healthcare scholarships and more than $100,000 in grants supporting organizations that improve the health and well-being of Kay County residents.

Through her extensive nonprofit service, one of her most meaningful accomplishments has been launching Kay County’s first Getting Ahead program through Bridges Out of Poverty. Developed from the ground up, the program helps individuals experiencing generational poverty identify barriers, build resources and create a pathway toward long-term stability. The initiative reflects Schieber’s belief that lasting community health begins by creating opportunities for individuals and families to succeed.

Schieber’s commitment extends beyond her professional roles. She served on the Ponca City Main Street Board of Directors, helping advance downtown revitalization, and has supported numerous civic organizations through volunteer leadership and collaboration. Throughout every stage of her career, she has demonstrated a passion for bringing people together, investing in her community and creating opportunities that have a lasting impact.

Whether leading successful businesses, restoring historic spaces or improving access to health and community resources, Schieber consistently turns ideas into action. Her entrepreneurial spirit, collaborative leadership and dedication to serving others embody the values celebrated by Ponca City Main Street’s 5 Under 40 program, making her a truly deserving recipient of this year’s honor.

Chad Winslow

For Chad Winslow, Ponca City is more than the place where he does business—it is home. Born and raised in Ponca City, Winslow has built his career around entrepreneurship, community investment and creating opportunities that allow his family and businesses to grow in the community he loves.

In 2018, Winslow took a major leap by purchasing A+ Printing. Since then, he has helped transform the company from a small offset print shop into a growing printing, promotional products, signage and label operation. Under his leadership, the Ponca City business expanded into a 4,000-square-foot production facility, added new equipment and reached customers throughout the region. Winslow also built Oklahoma Labels from the ground up, expanding the company into additional markets and opening a facility in Oklahoma City. A+ Printing has also expanded into Kansas by placing a print shop in Ark City.

While Winslow’s entrepreneurial accomplishments are significant, his commitment to giving back is equally important. A+ Printing regularly donates printing, signage, sponsorships and products to community organizations and events. A+ also contributes annually toward overdue Ponca City Public Schools lunch accounts and supports local sports, arts initiatives, fundraisers and civic projects. Winslow has also helped raise funds for projects including Attucks Community Center, the City Arts Fox Project and Sunny Dayz Mural Festival.

Winslow has served as a Ponca City Main Street board and committee member, and his business has been a long-time investor. Additionally, Winslow has served the community with the Ponca City Chamber of Commerce, City Arts, participation in Leadership Ponca City and involvement with local entrepreneurship initiatives. His business achievements have earned recognition, including Ponca City Chamber Business of the Month and nominations for Oklahoma Main Street’s Best Business Expansion and Ponca City Main Street’s Best Digital Marketing.

At the center of Winslow’s story is a desire to make Ponca City stronger for the next generation. After career opportunities nearly took his family away, Winslow and his wife Paige chose entrepreneurship so they could remain in their hometown. His future goals include helping eliminate student lunch debt and supporting programs addressing childhood hunger.

Through business growth, community service and a genuine investment in his hometown, Winslow represents the entrepreneurial leadership and community spirit celebrated by Ponca City Main Street’s 5 Under 40 program.

Kestrel Tinklenberg

Kestrel Tinklenberg quickly made an impact on Ponca City through her leadership in the arts, commitment to downtown revitalization and passion for creating opportunities for others. Although she has only been in Ponca City for the last four years, Tinklenberg has embraced the community and become an active advocate for making it an even more vibrant place to live, work and create. She currently serves as Executive Director of City Arts, bringing together her nonprofit leadership and commitment to expanding access to the arts.

Since stepping into her leadership role, Tinklenberg has expanded City Arts programming and created multiple opportunities each month for artists. She has increased access to visual arts through free monthly gallery exhibitions featuring Oklahoma artists working in a variety of styles and mediums. Understanding that financial circumstances should not prevent children from experiencing the arts, Tinklenberg also secured funding to provide full summer art camp scholarships for 30 students from low-income families. Her work provides local artists with resources to develop their skills, exhibit their work and connect with the community.

Tinklenberg’s impact is especially visible in downtown Ponca City. Through City Arts, she has helped support public art projects, including murals and the Fox Project, that beautify downtown while encouraging additional foot traffic and community engagement.

Her commitment to downtown extends directly to Ponca City Main Street. City Arts is a Main Street Investor, and Tinklenberg has served as a volunteer on the Ponca City Main Street Design Committee. Through that involvement, she contributes her perspective and passion for the arts to efforts focused on maintaining an attractive, welcoming and thriving downtown.

Tinklenberg also brings a strong history of service to her leadership. Her accomplishments include prior volunteer service with Habitat for Humanity and work as a local event coordinator for Irreverent Warriors when she lived in Wichita. Her prior service in the U.S. Marine Corps earned her two Navy and Marine Corps Achievement Medals, three Good Conduct Medals, three Meritorious Mast certificates and multiple recruiting awards.

Tinklenberg believes collaboration is essential to Ponca City’s future. Her goal is to continue working alongside local organizations to keep downtown alive and thriving. Through creativity, service and hands-on involvement with Ponca City Main Street, Tinklenberg exemplifies the community-minded leadership celebrated by the 5 Under 40 program.

Sally Talley

Sally Talley has built a career around designing spaces, strengthening organizations and investing in the community she calls home. A Ponca City High School graduate, Talley earned her bachelor’s degree in architecture with a minor in construction science from the University of Oklahoma. Today, she is a principal architect and co-owner of Winterrowd Talley Architects, where she combines professional leadership with a passion for Ponca City’s future.

As an owner of a small firm, Talley is involved in nearly every aspect of its success, from architecture and client relationships to marketing, business development, technology and employee mentorship. Her leadership has helped strengthen client relationships and create opportunities for emerging professionals. She holds architecture licenses in Oklahoma, Kansas, Texas and Colorado, is NCARB certified and serves on the University of Oklahoma College of Architecture Professional Advisory Board.

Community involvement is central to Talley’s approach to leadership. Winterrowd Talley Architects encourages its entire team to give back, with employees contributing 340 hours of community service last year alone. Team members participate in 14 boards and organizations, and the firm has provided architectural services for five nonprofit projects over the past three years.

Talley’s connection to Ponca City Main Street has been especially meaningful. After returning home, Main Street was one of the first boards she joined. From 2017 through 2021, she served as both a Ponca City Main Street Board Member and Design Committee Member, bringing her architectural expertise to conversations about downtown, while volunteering at, and helping plan, events that supported local businesses. Winterrowd Talley Architects has also been a Main Street Investor and community partner throughout Talley’s time with the firm and before.

Her service extends to past and present positions with the Opportunity Center Board, Ponca City Chamber of Commerce, Kay County Young Life, Leadership Ponca City and her church. Talley’s goal is to continue using her professional expertise to encourage thoughtful development and downtown revitalization, while helping Ponca City remain a community where people want to build their lives.

Talley’s combination of professional excellence, community service and longstanding dedication to Ponca City Main Street exemplifies the leadership celebrated by 5 Under 40.

Sarah Martin

Sarah Martin has made Ponca City home through a commitment to healthcare, education, service and community involvement. An Instructor of Nursing for Northwestern Oklahoma State University at the University Center, Martin combines frontline nursing experience with a passion for educating the next generation of healthcare professionals. She holds bachelor's and master's degrees in nursing and is pursuing a Doctor of Nursing Practice in Educational Leadership, with research focused on building resilience among nursing students.

Since transitioning into nursing education, Martin has expanded clinical opportunities for students throughout Ponca City and strengthened connections with local healthcare providers. By bringing her nursing students to clinical at INTEGRIS Health Ponca City and other community health partners, she helps expose nursing students to local career opportunities and encourages graduates to remain in the community. She has also helped develop student wellness programming, coordinated a poverty simulation with OSU Extension and is collaborating on a grant proposal to introduce virtual reality simulation into NWOSU’s nursing education.

Martin’s impact reaches well beyond the classroom. She serves on the Community Health Foundation of Kay County Board, Chamber Education Workforce and Ponca Politics committees, Sigma Theta Tau Nursing Honor Society, Pioneer Technology Center’s LPN Advisory Board and is an active member of the Ponca City Trailblazers Rotary Club. As a graduate of Leadership Ponca City Class 39, Martin helped lead a class project that raised more than $28,000 for Ponca City Public Schools’ food pantries. She also volunteers her time for many community events and initiatives, such as serving dinner at the Standing Bear Powwow, administering flu shots to nursing homes, training community members in CPR and the angel tree initiative for children in foster care. Martin holds many certifications and awards in her field. Her professional excellence was recently recognized in May with the DAISY Award for Extraordinary Nurse Educators.

Martin is also a dedicated supporter of Ponca City Main Street and downtown Ponca City. Her employer, The University Center, has been a Main Street Investor since 2013 and supports initiatives such as Ice on the Plaza. Through Trailblazers Rotary, Martin participates in Main Street’s Adopt-an-Alley program, volunteers at Goblins on Grand and Crazy Days Lemonade Stands, personally prioritizes shopping downtown and promoting local businesses. She believes supporting downtown means consistently showing up, shopping local and encouraging others to do the same.

Through her dedication to healthcare education, workforce development, volunteerism and downtown vitality, Martin demonstrates the kind of emerging leadership and community commitment that the 5 Under 40 program was created to celebrate.
