Growing the Ponca City Community

Strong communities don’t happen by accident.  They are built over time through shared experiences, celebrations, gathering places and people who care enough to invest in one another.  That is a philosophy the Ponca City Development Authority (PCDA) has embraced for many years.

Most people know PCDA for helping businesses and industry grow, attracting new investments, developing the workforce, and supporting entrepreneurs.  But economic development is about much more than creating jobs.  It’s about creating a place where people want to live, raise their families, build careers and make lasting memories.

 Funded by a half cent sales tax approved every five years by Ponca City voters, PCDA has a responsibility to be a good steward of public funds.  That means investing not only in business and industry growth but also in the kind of community that encourages people to stay, come back after seeing the world and proudly call Ponca City Home.

 One of the best examples of that investment of public funds is City Central.  What was once an underutilized building has become one of downtown Ponca City’s busiest gathering places.   Every week, City Central welcomes entrepreneurs launching new businesses, nonprofit organizations serving the community, educational workshops, networking events, training sessions, art installations, public meetings, and celebrations.  It has become a place where ideas are shared, partnerships begin, art is created and neighbors become friends.

 Community is also strengthened by celebrating the people who make Ponca City unique.  Not just the quirky characters, though we love them.  PCDA has been honored to work with volunteers and community leaders to organize and host the annual Hispanic Heritage Festival.  What began as an impromptu gathering at City Central is now a full-blown street party every September on Grand.  The festival celebrates the vibrant Hispanic cultures with music, food, dancing and family.  It provides an opportunity for people of every background to come together, learn from one another and celebrate the diversity that makes our community stronger.

 Those partnerships extend to Ponca City's Marshallese community as well. PCDA has been proud to assist with events that honor Marshallese traditions, including the annual Memorial Day weekend baseball tournaments that bring together families and visitors from across North Central Oklahoma. City Central has also become a welcoming home for Marshallese cultural gatherings and community celebrations. These events preserve traditions while building friendships and understanding throughout our community.

Nothing better illustrates the importance of community than the return of our first-run movie theater, Icon Cinemas.  When the AMC Theater closed during the COVID-19 pandemic in 2020, Ponca City lost more than a place to watch movies.  Families lost a favorite Saturday night tradition.  Teenagers lost a gathering place and couples lost a destination for date nights.  Visitors to the community had one less reason to spend an evening after lunch and shopping.

Rather than allowing the building to remain dark, PCDA stepped forward and purchased the property. After considerable work, PCDA secured Icon Cinemas to manage and operate the theater, which proudly reopened in November 2025. Through that partnership, Ponca City once again has a first-run movie theater open daily.   The theater is once again filled with laughter, popcorn, families, and friends. Restaurants and nearby businesses benefit from increased activity, but perhaps more importantly, another piece of Ponca City's community life has been restored

 Each of these projects may seem different, but they are connected by one simple idea: communities grow stronger when people have places to gather.

Economic development isn't just about recruiting companies or constructing buildings. It's about investing in quality of life. It's about creating opportunities for people to connect, celebrate, support local businesses, and build relationships that last for generations.  The half-cent sales tax entrusted to PCDA is more than a funding source—it is an investment made by the people of Ponca City in the future of their community. PCDA is honored to be good stewards of that trust, building not only a stronger economy, but a stronger sense of home. Because when our community thrives, everyone benefits.
